Bonney Lake-Sumner Housing Action Plan

The cities of Bonney Lake and Sumner have teamed up to develop a joint Housing Action Plan (HAP). We received a grant from the Washington State Department of Commerce (Commerce) to fund this work. A Housing Action Plan will develop clear, actionable strategies and it will outline how to meet Sumner and Bonney Lake’s current and future housing needs. Our region needs more housing and we want to make sure that everyone has a place to live in the community.

The work will include two important elements: a Housing Needs Assessment (HNA) and the HAP.

The HNA helps both Cities understand what types of housing currently exist, how affordable it is for people living in the cities, and if the housing meets current housing goals.

Based upon the results of the HNA, we will develop a HPA, which will assist each City in developing and considering strategies so that future housing demand is met with the right supply. It will:
• Consider strategies to minimize displacing residents who are low-income
• Develop strategies to increase the housing supply and the variety of housing types
• Include a schedule of programs and actions to implement the HAP recommendations

The HAP process itself will not result in any comprehensive plan policy or development regulation changes. However, the plan will outline information, recommendations, and possible actions that both cities can consider taking in the future.

The grant requires the project be completed no later than June 30, 2021.
