What will Bonney Lake look like in 2049?


The City is updating the Comprehensive Plan to reflect how the residents of the community want the City to grow in 25 years, which will coincide with the City’s centennial in 2049. As the City updates the Comprehensive Plan, the City wants to know and understand what the community identifies as shared values and goals and create policies that benefit the entire community of Bonney Lake. The City expects to complete the Comprehensive Plan update in December 2025.



What is a Comprehensive Plan?

The Washington State Growth Management Act (GMA) enacted in 1990, provides a framework for state, regional, county, and local planning coordination, requiring cities and counties to develop a plan to help manage growth over a 20-year planning period. This plan is referred to commonly as a Comprehensive Plan.

The Comprehensive Plan guides citywide policies on topics that affect our daily lives, including housing, transportation, economic development, the natural environment, land use, and parks.

Summer 2022: Gap Analysis
The gap analysis is a process where the current Comprehensive Plan and development regulations are reviewed against state law, court decisions, and regional planning policies to see where Bonney Lake is inconsistent, or has a "gap". 
Spring 2023: Project Charter and Public Participation Plan
The project charter and public participation plan describe how the City will complete the comprehensive plan update, and how it will seek input from the public throughout the project. 
Spring 2024: Land Capacity Analysis and Growth Alternatives
The land capacity analysis evaluated what land in the city is available for development. This data was used to develop two growth alternatives:
  1. Alternative One “Stay the Course”, which evaluated achieving housing targets through amplification of the current development pattern; and
  2. Alternative Two “Bend the Trend”, which evaluated achieving housing targets through smaller-scale development with sufficient land capacity dedicated to low-income housing.
Planning Commission and City Council reviewed these documents to determine which growth alternative to use to draft the updates to the comprehensive plan.
Council voted to move forward with Alternative Two "Bend the Trend".
Summer 2024: Community Development Element
The Community Development Element establishes the policy framework that will shape the physical development of land use,  housing and economic development. The City has chosen to combine these topics into one element due to the significant interrelatedness of these issues and their role in improving the health of the residents of Bonney Lake.
Fall 2024: Environmental Stewardship Element
This Environmental Stewardship Element provides a policy framework to guide decision making regarding the conservation, management, and utilization of Bonney Lake’s natural resources.
Winter 2024: Historic Preservation & Cultural Resources Element
This Historic Preservation and Cultural Resources Element provides a framework to guide decision making regarding the protection and restoration of Bonney Lake’s historic and cultural resources. 
Summer 2025: Community Mobility Element
Fall 2025: Capital Facilities & Services Element
The Capital Facilities & Services Element establishes the policy framework that will shape improvements to capital facilities, services, and utilities in Bonney Lake. 
Fall 2025: Draft Ordinance Review
