General Information

The Executive Department includes the offices of the Mayor, City Administrator, and Prosecuting Attorney, as well as staff responsible for Facilities, Special Events, and special projects. 

The City Administrator is responsible to the Mayor for the general coordination and supervision of the activities of the various City departments and offices per BLMC 2.08.030(D).

Don Morrison


Meet the City Administrator

Don Morrison has been with the City since 2004.  Don has over 35 years of experience in local government administration in Washington, Utah and Montana.  He has a Bachelors of Arts degree in political science and education, and a Masters Degree in Public Administration from the Marriott School of Management at BYU. 

He has served as an Assistant to the Mayor of Logan, UT, and as City Administrator or Manager of the cities of Whitefish MT, Tukwila WA, Fircrest, WA, and Carnation, WA. In addition, Morrison spent a number of years as the Executive Director of the Local Government Institute, and has served in interim management positions with the King County Library System, the International Association of Clerks, Recorders, Election Officials and Treasurers (IACREOT), the Muckleshoot Indian Tribe, and the City of Spokane Valley.  He is the author of a number of local government related publications.

Don has served as vice-president of the UT chapter of National Association of Housing and Redevelopment Officials; vice-president and president of the Great Open Spaces City/County Management Association (States of MT, WY, ID, SD, ND); representative to the National League of Cities Advisory Committee on Administration, Finance and Intergovernmental Relations; vice-president of the King County Economic Enterprise Corporation; vice‑chairman of the Sea‑Tac Forum (Seattle‑Tacoma International Airport Inter‑Agency Coordinating Council); and was one of four “founding fathers” of the Rainier Cable Commission. Community service has included serving as a: member of the Exchange Club, Rotary International, Scout Master, Cub Master, Public Relations chair for the WSAA, past president of Skookum Archers, member of the Lakewood community band and jazz ensemble, and member of the TCC symphonic band.

Management Analyst / Executive Assistant Leslie Harris

Executive Assistant

The Management Analyst/Executive Assistant's principal duties includes coordinating the various Council subcommittees, serving as the City’s grant coordinator, providing general management analysis, and assisting with special projects.  Leslie came to work for the City in 2017 after 10 years in a similar position with the City of Kenmore, WA.
