CITY CLERK’S OFFICE

Mission Statement

The mission of the City Clerk's Office is to centralize the public records of the City of Bonney Lake, to make them available for reference, and to ensure their proper preservation.
 


General Information

The City Clerk's Office is responsible for:

  • maintaining the City's official documents, including ordinances, resolutions, and city contracts and agreements;
  • preparing weekly Council agendas and maintaining a legislative history, including the minutes of City Council meetings;
  • updating, codifying and publishing the Bonney Lake Municipal Code;
  • updating internal policy/procedure manuals;
  • maintaining the city's records and information management program (including retention, imaging, records storage, archiving, and destruction); 
  • responding to requests for disclosure of public records;
  • providing notary services for official city business and private business.

The City Clerk's office is considered the general information desk for City business. Staff in the City Clerk's Office oversee the City website and social media content and distribute the City's newsletters. Technical support is given to the departments for official notices and publication of ordinances and resolutions, correspondence, and staff reports.

To request to review or receive copies of public records for any department except Police or Court, please complete the Request for Disclosure of Public Records form, available via the link above or upon request to the City Clerk's office.

Police Department and Municipal Court Records Requests

To request records from the Police Department or Municipal Court records, please use the forms listed below or contact the appropriate office directly for more information:


Processing 

If a disclosure request is received during normal business hours, the City will provide a response by the 5th business day after receipt. If the request is received when City offices are closed, the 5-business day response period will start on the next occurring business day. Within 5-business days of the receipt by the City of the request for disclosure, the Public Records Officer (City Clerk) or designee shall:

(1) provide the record, or the portion of the record(s) subject to disclosure, after the payment of applicable fees; or
(2) acknowledge the City’s receipt of the request, accompanied by an estimate of time necessary for further response; or
(3) deny the request accompanied by an explanation of the basis of denial; or
(4) request a deposit for the records requested along with an estimate of time necessary to complete the request; or
(5) ask for clarification of the request for records.

The City will work to expedite a response to your disclosure request. Requests will generally be handled in the order received. However, the City may handle simple requests first based on our best estimate of how to most expeditiously handle the total number of current requests.


Fees 

Miscellaneous Fees

Grayscale/color copies up to and including 11" × 17"

$0.15 per page (including duplex pages).

There is no charge for the ten (10) pages per customer per day. The allowance shall not be cumulative and shall apply only to copies of city records

Scans of documents up to and including 11" x 17"

Grayscale to PDF: $0.015 (1.5 cents) per impression

Color to PDF: $0.07 per impression

[If the calculated fee is less than $4.00, there will be no charge for either of these scanning services, once per customer per day. The allowance shall apply only to copies of city records.]

Scanned Copies:

  • Grayscale: $0.48 per impression (each side) to electronic format (PDF, JPG, TIF)
  • Color: $0.95 per impression (each side) to electronic format (PDF, JPG, TIF)

Paper Copies:

  • 18" x 24": $6.00 - color / $3.00 - grayscale
  • 24" x 36": $12.00 - color / $6.00 - grayscale
  • Greater than 24" x 36": $24.00 - color / $12.00 - grayscale
Postage/delivery services and other delivery methods Actual costs. Advance payment may be required.
Other electronic records Actual costs for electronic records recorded to physical media (diskettes, CD-ROM, DVD, etc.) with a minimum of $1.00 per piece.


Deposit for Duplication 

The Public Records Officer may require the requester to deposit a sum equal to 10% of the estimated cost prior to duplication of the records. In the event that a deposit is required, the City will notify the requester of the necessity of the deposit. If the actual duplication and deposit fees are less than the amount deposited by the requester, the City will return the sum in excess of the actual amount to the requester.


Payment of Required Fees 

Payment of duplication and applicable postage fees shall be made prior to the disclosure of public records. When a deposit is required, the payment of a deposit shall be made prior to the duplication of any records.
