7/30/2016: The contractor is preparing the Kahne Sewer Main Extension site for construction.

7/23/2016: The contractor for the Kahne Sewer Main Extension project has begun site clearing.

5/7/2016: Prepared Northern Sewer ULA 2016 Latecomer Fee Assessment and LLC Reimbursement Rolls. Submitted to Finance and Community Development staff.

4/23/2016: Eastown Southern ULA ~ CDC reviewed and forwarded to the full City Council an action to ratify cancellation of this ULA (April 26, 2016 Council Meeting).

2/20/2016: Southern Sewer ULA ~ Developer has requested the construction phase of this project be advertised and awarded by SCJ working for Mr. Kahne. The Parametrix design is done and can be  advertised when the wetland deviation request is reviewed and approved by the Hearing Examiner on April 3rd

2/13/2016: Eastown Southern Sewer ULA ~ Community Development staff has scheduled the deviation request presentation to the Hearing Examiner in early April.

2/6/2016: Southern Sewer ULA ~ CDD has approved the updated environmental documentation and is setting the date to have the deviation request heard before the Hearing Examiner.

1/16/2016:  Eastown Southern Sewer ULA ~ Design team has submitted the revised Critical Areas Report for review and is working on the Hearing Examiners application for a variance.

1/9/2016: Eastown Southern Sewer ULA ~ PW staff met with CDD staff to discuss the methods and means to address the updated Critical Areas Report data and move the project forward to complete the environmental process

1/2/2016:  Eastown Southern ULA ~ Design team submitted the updated Critical Areas Report. New NPDES requirements have been passed on to the property owner and City staff. We will meet during the first week in January to address issues in order to finalize the SEPA. [Public Works] Director continued discussions with Eastown property owners concerning the 2016 Eastown Southern Sewer ULA update.

12/19/2015:  Eastown Southern ULA ~ PW Director met with developer and city staff to discuss most recent options to move pro-ject forward.

12/4/2015:  Eastown Sewer Mains, Phase 2 (Lift Station) - prepared project completion report and agenda packet information for CDC meeting.

11/21/2015:  Mr. Kahne has purchased the Shepard-Morris parcel; so, that Sewer Easement condemnation action will be discontinued. Mr. Kahne will be building the sewer line utilizing the design prepared for this construction contract by the City. Staff prepared review comments on his site plan submittal.

8/29/2015:  [Public Works] Director, ]Community Development], and City Attorney attended the court hearing in Tacoma concerning determination of Public Use and Necessity for a new sewer line easement being acquired through use of the City’s “eminent domain” authority.

8/22/2015:  Director worked with attorneys and staff to continue condemnation process for Eastown sewer easement.

8/8/2015:  Eastown Southern ULA Sewer Line ~ Design completion is on hold pending receipt of Possession and Use for the easement across the Shepard-Morris parcel.

[GIS] Received Eastown Sanitary Sewer Mains, Phase 1 – Core Downstream System as-builts. Archiving and creating GIS data from them.

8/1/2015:  Eastown Sewer Main - Phase 2 (Lift Station) ~ Released retainage to RCNW, Inc. This project commenced 10/28/13, completed 1/12/15 and was accepted as complete by the City Council on 4/21/15.

Letters were mailed to Eastown property owners advising them of the Initial Sewer Latecomer Fee and corresponding City ULA Administration charges applicable to their parcels. City attorney filed Declaration of Public Use and Necessity with the courts.

Eastown Lift Station- Met with Contractor on site to complete warranty work on the building walls and doorway.

7/4/2015: [Public Works] Director completed analysis of the Latecomer Fee and will prepare presentation for City Council. City attorney filed Declaration of Public Use and Necessity with the courts.

4/25/2015:  Phase 2 (Lift Station) ~ Issued Notice of Completion to RCNW, Inc. after the City Council accepted the project as complete on April 21st.

4/11/2015:  Director reviewed ROW dedication documents for the Chan parcels submitted by Mr. Kane supporting his new Eastown development. Advised City Council that these documents were now complete. Per direction from City Council, placed the condemnation ordinance for the sewer easement across the Shepard-Morris parcel on next week’s City Council agenda.

4/4/2015: Prepared Notice of Completions of Public Works Contract to Department of Revenue, Department of Labor & Industries and Employment Security for Road Construction NW, Inc. Prepared City Council packet for acceptance of this completed project.

3/21/2015: Eastown Sewer Mains, Phase 2 (Lift Station) ~ Prepared Notice of Completions of Public Works Contract to Department of Revenue, Department of Labor & Industries and Employment Security for Road Construction NW, Inc.

1/24/2015: Eastown Sewer Main, Phase 2 (Lift Station) ~ Final startup was completed. RH-2 will schedule a time to provide and instruction session on the controls for the PW-OPS staff.

1/17/2015: Eastown Sewer Main, Phase 2 (Lift Station) ~ Processed final pay estimate to Road Construction Northwest, Inc. Financially, this project is 108% complete. Issued Notice of Physical Completion.
 

1/2/2015: Eastown Sewer Lift Station ~ Contractor finished punch list items over the Christmas-New Year holiday. Final testing and acceptance is planned for next week.

12/20/2014: Eastown Sewer Lift Station ~ Staff met general contractor and electrician on site to resolve final punch list items. Contractor stated that they plan to complete punch lists over the next couple weeks.

Eastown Southern ULA Sewer Line ~ The City is awaiting confirmation that Mr. Kahne has concluded an agreement with Mr. Chan to dedicate ROW for future access to Mr. Kahne’s apartment project. Once this ROW acquisition is completed, the City Council will be asked to move forward with legal actions to acquire a utility easement through use of eminent domain procedures.

11/22/2014:  Eastown Sewer Lift Station ~ Contractor is completing punch list items. Final operational testing is scheduled for Monday, November 24. Staff will process the final payment upon successful completion of the operational testing and punch list items.

EASTOWN Southern Sewer ULA ~ Awaiting confirmation from developer that ROW for future roads has been obtained prior to moving forward with condemnation of a sewer easement.

11/15/2014: Eastown Sewer Lift Station ~ Contractor to complete final punch list items next week.

11/8/2014:  Eastown Sewer Lift Station ~ Contractor installed stilling well for water level sensor and resumed work on punch list items. Lift station operational testing will be coordinated next week and project will be completed by November 17, 20014.
EASTOWN Southern Sewer ULA – Director discussed various issues with property owners and developer

10/25/2014:  Eastown Sewer Lift Station ~ Contractor was given approval to move forward with the installation of the new level sensor.

10/11/2014:  Eastown Sewer Lift Station ~ Contractor is scheduled to install 13 bollards near the emergency generator and pad mount transformer. Staff is reviewing a proposal for the wetwell water level sensor. Upon approval of the proposal, the level sensor will be installed in the wetwell and the lift station operational testing will continue.

EASTOWN Southern ULA Sewer Line Extension ~ PW Director reviewed and made revisions to the right of way and easement descriptions to allow the Kahne and Chan property owners to reach an agreement on construction of future public and private roads on four Chan properties. Director moved the condemnation ordinance from the 14 October City Council meeting to the 21 October City Council workshop for further discussion, as directed by the Mayor and City Council.

10/4/2014: Eastown Sewer Lift Station ~ Contractor submitted water level sensor information for review. Following approval of this equipment submittal, the level sensor will be installed in the wetwell and the lift station operational testing will continue.

EASTOWN Southern ULA Sewer Line Extension ~ Staff worked with Eastown Southern ULA constituents to work through right of way and easement requirements.

9/27/2014: Eastown Sewer Lift Station ~ Modifications are required for the water level sensor in the wet well, and the design engineer has outlined a plan to complete this phase of the project. Remainder of punch list has been completed.  Testing will resume when replacement hardware is available.

EASTOWN Southern ULA Sewer Line Extension ~ Staff accumulating documents to proceed with condemnation to obtain a sewer line easement per City Council direction.

9/20/2014: Eastown Sewer Lift Station ~ Lift station start up and operational training began this week. Operations personnel received training for the emergency generator. Modifications are required for the water level sensor in the wet well, and the design engineer has outlined a plan to complete this phase of the project. Processed pay estimate #8 to Road Construction Northwest, Inc. Financially, this project is 103% complete. [OIS staff] Coordinated testing of new VPN connection to Eastown lift station.

EASTOWN Southern ULA Sewer Line Extension ~ Provided recommendation to CDC to move forward with condemnation to obtain a sewer line easement. CDC moved this action forward to the 14 October 2014 City Council meeting for action.

9/13/2014:  Eastown Sewer Lift Station ~ Lift station start up and operational training will be completed 15-19 September. The contractor will install 7 bollards to protect the emergency generator.

9/6/2014: Eastown Sewer Lift Station ~ Exterior trim painted this week. The lift station start up and operational training will be scheduled this month. The SCADA system will be programmed for this lift station.

EASTOWN Southern ULA Sewer Line Extension ~ City staff, consultant and City attorney prepared documentation to initiate condemnation proceedings across one parcel.

8/30/2014: Eastown Sewer Lift Station ~ Final electrical inspection passed on August 29, 2014. The lift station start-up and operational training will be scheduled after the holiday.

8/23/2014:  Eastown Sewer Main, Phase 2 (Lift Station) ~ Lift station start up and operational training will be coordinated the week of August 25-29.

8/16/2014: Eastown Sewer Main, Phase 2 (Lift Station) ~ Processed: pay estimate #7 to Road Construction Northwest, Inc. Financially,this project is 102% complete. Issued Notice of Substantial Completion to Road Construction Northwest Inc. Final electrical inspection is done. Notice of Project Substantial Completion was prepared effective August 5, 2014. Lift station start up and operational training will be coordinated the week of August 25-29

August 2, 2014:  Eastown Sewer Lift Station ~ Electricians installed Pump Control Panel and started connecting circuits to the wet-well, flow-meter vault, and check valve vault. Sheetrock and interior light fixtures were installed. Electricians connected circuits from pump control panel and telemetry panel to the wet well, flowmeter vault, and check valve vault. Electrical work will be completed in one week. Lift station  start up and operational training will be coordinated pending availability of all required participants.

7/19/2014:  Eastown Sewer Lift Station ~ Electricians pulled wire into the flow meter vault and check valve vault. The conduit and wires are installed in the building and will be inspected on Monday, July 21, 2014. The Pump Control Panel is scheduled to be delivered and installed Thursday, July 24. Puget Sound Energy has completed installation of the 3-phase electrical service along 96th Street to the project site.

June 28, 2014: Chain link perimeter fence is complete, electricians installed meter box, main service disconnect, automatic transfer switch and transformer. Contractor installed the Anue Water Recycle System in the wet well.

June 21, 2014:  Eastown Sanitary Sewer Mains- Phase 2 (Lift Station) -- processed: pay estimate #5 to Road Construction Northwest, Inc. Financially, this project is 57% complete.

Eastown Southern Sewer ULA ~ Design is underway from 30% to 100%. City representative is negotiating for the sewer easement.

June 14, 2014: Eastown Sewer Main, Phase 2 (Lift Station) ~ Art Larson continues to manage/inspect the contractor’s efforts. Contractor completed the construction of building walls and mounted the emergency generator unit on its pad. The roof of the building is being installed. Asphalt paving is scheduled for June 16.

Eastown ULA, Southern Sewer Line ~ Design continues. ROW Acquisition consultant is preparing City offer to make for sewer easement across the Shepard-Morris parcel.

June 7, 2014:  Eastown Sewer Main, Phase 2 (Lift Station) ~ Art Larson continues to manage/inspect the contractor’s efforts. Contractor graded and placed crushed rock for parking area, excavated drainage ditch, set forms and rebar and poured concrete for building slab and sidewalk. Asphalt paving is scheduled for June 16.

May 31, 2014:  Eastown Southern Sewer ULA ~ ROW acquisition team working on easement purchase agreement proposal for the Shepard-Morris parcel.

Eastown Sewer Main, Phase 2 (Lift Station) ~ Contractor finished placing crushed rock on the Kontos access road, poured the concrete for the building foundation and generator pad.

May 3, 2014: Eastown Sewer Lift Station ~ Contractor installed a 4 inch diameter recirculation line, 6 inch diameter flow meter, two 6 inch check valves, four gate valves, and associated ductile iron pipe and fittings. Video inspection completed and approved for the 8 inch diameter gravity sewer line into the wet-well. Contractor will install pump supports and pipe for submersible pumps next week.

Eastown Southern Sewer ULA ~ Staff processed the ROW acquisition contract to begin the easement purchase. Kahne LLC easement document completed and submitted to the city for recording.

April 26, 2014:  Eastown Sewer Lift Station ~ Contractor installed pipe and fittings for discharge line at the flow meter vault, and installed approximately 46 lineal ft. of 8 inch diameter gravity sewer line. The gravity sewer line was pressure tested and approved. Staff reviewed contractor estimate to install 4-inch gate valve on the recirculation line.

Eastown Southern Sewer ULA ~ Design team has completed the easement documents for acquisition. Real-estate team will be submitting SOW and proposal for next City Council cycle for the Shepard-Morris sewer easement. Director worked with Kahne and Chan property owners concerning easements across those five parcels.

April 19, 2014: Eastown Sewer Lift Station ~ Contractor core drilled 12 inch diameter openings in the check-valve vault and flow meter vault and started bolting together pipe and fittings for the pump discharge lines. Staff is reviewing submittal for explosion proof sump pumps for the vaults.

Eastown Southern ULA ~ Design team on schedule for 30% design effort submittal to City by the end of next week. Staff has contacted appraiser for easement acquisition contract proposal.

April 12, 2014:  Eastown Sewer Lift Station ~ Contractor installed 8 ft. diameter wet-well for the lift station and will start installing pipe and fittings next week.

March 29, 2014: Eastown Sewer Lift Station ~ Shope Concrete has completed fabrication of the 8 ft. diameter wet-well and it is ready to be delivered to the job site. The contractor will return to the project April 7th and begin installing the wet-well and piping for the lift station.

March 22, 2014:  Eastown Sewer Lift Station ~ Shope Concrete has completed fabrication of the 8 ft. diameter wet well and it is ready to be delivered to the job site. The contractor will return to the project next week to begin installing the wet well and piping for the lift station. Remaining work can then resume on this contract.

March 15, 2014:  Eastown Sewer Main, Phase 2 (Lift Station) ~ Contractor is waiting on wet well delivery. Work has been suspended until this item is delivered.

 

March 8, 2014: Eastown Sewer Main, Phase 1 (Downstream Pipes) ~ Contractor completed all punch list items required by Pierce County.

Eastown Southern ULA - Sanitary Sewer System Expansion ~ Submitted the design contract to City Council for award. Director requested Right of Entry permission for the survey crew from the various property owners.

January 25, 2014:  Eastown Sewer Lift Station ~ Contractor requested suspension of work until coordination with PSE for power installation is established and or the lift station wet well is delivered.

January 11, 2014: Eastown Sanitary Sewer Main- Phase 1 (Downstream System) ~ processed: pay estimate #4 to Pape & Sons Construction. Financially, this project is 108% complete.

Eastown Sewer Lift Station – Phase 2 ~ Contractor installed a 48 inch diameter precast concrete manhole in 96th Street East. Air test and video inspection completed on 380 lineal feet of 8 inch diameter sewer line. Staff processed the first pay estimate for $75,920.16 and the project is 9.7% complete. Processed: pay estimate #1 to Road Construction Northwest, Inc. Financially, this project is 10% complete.

January 4, 2014:  Eastown Sewer Lift Station: Contractor installed 40 ft. of 8-inch diameter sewer pipe and one 48-inch diameter precast concrete manhole. Contractor will begin installing 10-inch diameter HDPE force main pipe next week. Removed five-foot wide boulder from path of the gravity line that was 24 feet underground.

Southern Sewer ULA ~ Director and City Engineer met with Parametrix to define the scope of this contract. Director prepared agenda ill to set public hearing to discuss Latecomer Fee assessment. Director coordinated utility easement locations with Kahne and Chan property owners

December 21, 2013: Eastown Sanitary Sewer System Extension, Phase II Lift Station ~ Contractor installed approximately 250 lineal feet of 8-inch diameter PVC sewer pipe. The Contractor core drilled and rechanneled the 48-inch diameter precast manhole base installed in 96th Street.

December 13, 2013: Eastown Sewer System, Phase 1 (Downstream System) ~ Punch list items underway.

Eastown Lift Station ~ Contractor was dispatched to Seattle for emergency water line repairs and wasn’t work-ing on the project this week. The 10 inch diameter force main pipe will be installed from the lift station to 96th Street next week. Staff is continuing to review materials submittals for the project.

Eastown Sanitary Sewer Main- Phase 1 (Downstream System) ~ processed: pay estimate #3 to Pape & Sons Construc-tion, Inc. Financially, this project is 107% complete. Issued Notice of Sub-stantial Completion.

December 7, 2013: Eastown Sewer System, Phase 1 (Pipeline) ~ Permanent overlay completed. Road work postponed on 96th Street until weather warms up.

Eastown Sewer Lift Station ~ Contractor cleared and graded the pump station building site and installed a 48 inch diameter manhole. The 10 inch diameter force main pipe will be installed from the lift station to 96th Street next week. Staff is continuing to review materials submittals for the project

November 23, 2013: Eastown Sewer System, Phase 1 (Pipeline) ~ Staff worked out personnel issue between Pierce County and Contractor. Permanent patching effort is underway. Processed pay estimate #2 to Pape & Sons Construction Inc. Financially, this project is 77% complete.

Eastown Sewer System, Phase 2 (Lift Station) ~ Contractor is shut down for the Thanksgiving holiday, submittals are still being processed.

November 2, 2013:  Eastown Sewer Lift Station ~ Road Construction Northwest has moved an excavator to the project site and their survey crew has started construction staking. The site clearing and pipe installation will begin next week. The contractor has 110 working days to complete the project.

Eastown Sanitary Sewer Mains, Phase 1 (Pipeline) ~ The subcontractor for Pape & Sons Construction completed the installation of the HDPE pressure line on 96th Street. Permanent patch and overlay remaining.

October 19, 2013: [Public Works] Director updated answers to question raised by the City Council on the Eastown Southern Sewer ULA.

Eastown Sanitary Sewer Mains, Phase 1 (Pipeline) ~ The subcontractor for Pape & Sons Construction completed installation of the casing pipe for the bore under SR 410, near Lift Station #18 in the Safeway parking lot. The subcontractor has begun installing the sanitary sewer pipe in the casing and will complete their efforts next week. Pape & Sons completed the gravity portion of the sewer pipe and has completed the first 600 feet of HDPE pressure line on 96th Street.

Eastown Sanitary Sewer Mains, Phase 2 (Lift Station) ~ Contractor to mobilize in late next week.

October 12, 2013:  [Public Works] Director prepared updated documents for the Eastown Southern Sewer ULA and answered City Council questions.

Eastown Sanitary Sewer Mains, Phase 1 (Pipeline) ~ Pape & Sons Construction completed excavation of the jacking pit near Lift Station #18 in Safeway parking lot. The subcontractor will begin the boring operation under SR 410 next week. Made changes to boring plan and completing the dewatering system for the bore pit. Completed 96th Street gravity sewer pipe manhole 2B. 700 feet of 950 feet has been completed.

Eastown Sanitary Sewer Mains, Phase 2 (Lift Station) ~ City held pre-construction meeting with the contractor, Road Construction Northwest. Work is scheduled to start on Thursday, 24 October. The contractors schedule shows work to be completed in mid-April after shutting down for two weeks during the holidays.

September 24, 2013: The City Council will hold a public hearing to consider proposed AB13-105 – Resolution 2322, To Authorize Establishment Of A Sewer Development Financing Contract And Utility Latecomer Agreement For Eastown Sewers With Kahne Properties, LLC/ Landmark Development, at 7:00 p.m. on September 24, 2013 during the regular City Council Meeting. September 21, 2013: Eastown Sanitary Sewer Mains, Phase 1 (Pipeline) ~ Contractor began work on Monday, September 16, starting on 96th Street. The contractor will begin digging the bore pits at Safeway and Rite Aid on Monday the 23rd.

[Executive staff] Prepared a draft development agreement for the Eastown sewer ULA (Kahne). Forwarded to City Attorney for further review and editing.

September 14, 2013: [Public Works] Director finalized Eastown Southern Sewer ULA documents for Public Hearing next week [September 24, 2013]. Letter was mailed to property owners and attorneys with these documents.

Eastown Sanitary Sewer Mains, Phase 1 (Pipeline) ~ Contractor will begin work on Monday, September 16. The contractor has 55 working days remaining to complete the project.

September 6, 2013: Eastown Sanitary Sewer Mains, Phase 1 (Pipeline) ~ Contractor will begin work on Tuesday, September 10. The contractor has 60 working days to complete the project.
Eastown Sanitary Sewer Mains, Phase 2 (Lift Station) ~ Staff processed Council packets for Finance Committee review to award this contract.

August 30, 2013: [Public Works] Director updated the Eastown Southern Sewer ULA documentation and scheduled the Public Hearing.

Eastown Stormwater Master Plan. Received authorization from City Administrator to obtain a proposal from Parametrix to prepare this plan and to finalize completion of the Comprehensive Storm Water Plan.

August 17, 2013: Eastown Sanitary Sewer Mains Phase 1 ~ Preconstruction meeting completed and contractor plans to start work on September 3. The project must be finished in 60 working days.

Eastown Sewer Mains – Phase 1 (Pipelines) ~ Issued Notice To Proceed to Pape & Sons Construction, LLC to begin construction on Tuesday, September 3, 2013.

Eastown Sanitary Sewer Mains- Phase 2 (Lift Station) ~ Advertisement for bids was submitted to the “Courier Herald” newspaper and Builders Exchange website on the 14th of August. Engineer’s Estimate range $720,000 to $770,000. Bids are due August 28, 2013. Received four bids; the low bidder was Road Construction Northwest, Inc. Low Bid = $780,558, which is 4.8 percent more than the Engineer Estimate = $745,100.

Eastown Sanitary Sewer System, Phase 2 Lift Station ~ Project is scheduled to advertise for bid on August 14th.

July 27, 2013:  Phase 1 Force Main ~ Council approved award of construction contract. Notice of Award issued to Pape & Sons Construction, Inc. Finished review of first submittals.

Phase 2 Lift Station ~ Received letter from the Corp of Engineers stating a NWP will not be needed for this project. Sent letter with another application fee to the Dept. of Fish and Wildlife that was requested because of the modification to the original HPA application. Project is scheduled to advertise for bid on August 8th.

July 20, 2013: Eastown Sewer System Extension, Phase I Force Main ~ Council packet for award scheduled for the 23 July City Council meeting. Eastown Sewer System Extension, Phase 2 Lift Station ~ reviewing final plans and specifications prior to final approval for advertisement. Received approval from the Corp of Engineers on culvert issue, awaiting approval from Department of Fish & Wildlife on culvert permit. Made contact with the neighboring property owner with a right of entry form for a temporary access road for the property owner during the installation phase of the underground utilities in their driveway. We anticipate contract advertisement to be in August.

July 13, 2013: Director and City Attorney continued development of Eastown Southern ULA documents.

Eastown Sewer System Extension, Phase I Force Main ~ Bids were opened on June 28th. The bid from the apparent low bidder, Johansen Excavating, was rejected because of irregular bids. Award of this contract to the second low bidder, Pape & Sons Construction, has been presented to the Finance Committee and will be reviewed at the 23 July City Council meeting. Sent letter to Johansen Excavating notifying them that their bid was being rejected.

Eastown Sewer System Extension, Phase 2 Lift Station ~ Reviewing final plans and specifications prior to final approval for advertisement. Received Pierce County Habitat Assessment Permit. June 29, 2013:  Eastown Sewer System Extension, Phase I ~ Bids were opened on 28 June. 7 bidders submitted and the apparent low bid was $693,790 approximately 35% lower than the Engineer’s Estimate which was $938,024.

Eastown Sewer Lift Station Phase 2 ~ Reviewing final plans and specifications prior to final approval for advertise-ment. Received Pierce County Habitat Assessment Permit. Met with representative from Department of Fish & Wild-life to discuss culvert crossing on Kontos’s driveway. Met representative from PSE on site for PSE to supply power transformer on lift station site.

June 15, 2013:  Eastown Sewer Survey ~ Survey work continues in Eastown.

Eastown Sewer System Extension, Phase I ~ Advertisement began, bid opening set for June 26th 28th (per Addendum #3). Engineer’s Estimate range $850,000 to $1,000,000.

June 8, 2013: Eastown Sewer Survey ~ Survey work in Eastown has begun. Notified Eastown property owners where the City will survey future City sewer line locations and elevations.

Eastown Sewer System Extension, Phase I ~ Submitted advertisement to the Courier Herald with the bid opening set for June 26th. Pierce County ROW permit is in process and anticipate approval next week.

June 1, 2013:  Staff walked 96th Street with County inspector to discuss ROW permit requirements.
Currently State DF&W and Corp of Engineers are reviewing the plans for permitting. Staff notified consultant that work can begin as early as next week. Letters to property owners informing them of the survey teams presence were sent out.

May 25, 2013:  Signed plans for the downstream sewer line contract. Plans were taken to Pierce County for a ROW permit along 96th Street. The City received a HPA permit from Department of Fish & Wildlife for the downstream phase. Notified businesses impacted by the boring across SR 410 that this project was coming in the summer months. Advertisement for Bids for the downstream phase is scheduled for June 12th.

May 18, 2013:  Completed additional permit requirements requested by Pierce County. Currently State DF&W and Corp of Engineers are reviewing the plans for permitting.

May 11, 2013:  Staff waiting Environmental documents that are under review with county, state, and federal agencies. Staff prepared City Council packet for the sewer line invert survey contract.

May 4, 2013:  Met with design team on minor SR 410 boring change. Environmental documents are under review with county, state, and, federal agencies. City Engineer set up meeting with surveyor to draft sewer line invert survey contract for the Eastown Sewer System. May need to delay construction of this project until a project manager is available.

April 27, 2013:  Met with design team on minor SR 410 boring change. Environmental documents are

April 20, 2013:  Director and City Engineer discussed method for establishing sewer line invert survey in Eastown. Reviewed plans to be submitted for the ROW permit application to Pierce County. Plans need revision for the bore crossing design prior to a stamped approval of 100%.

April 13, 2013:  Submitted environmental paperwork for the two construction contracts. We are anticipating an early May advertisement for the pipeline contract and an early July advertisement for the sewer lift station contract. Completed a Professional Services Agreement packet for presentation to council. The PSA is with RH-2 for additional services to update the Eastown Sewer project.

March 23, 2013:  Continued environmental paperwork to ready the first of two contracts for an early April advertisement.

March 16, 2013:  Issued the DNS for the Eastown Sewer project. Continued environmental paperwork to ready this project for an April advertisement.

March 2, 2013:  Asst. City Engineer had a phone conference with the RH-2 to discuss updates in design to the communications system for the Eastown Lift Station. Asst. City Engineer reviewed a SOW from RH-2 that will update the specifications for the Eastown Sewer Improve-ment project. The SOW will support from RH-2 during the construction period as well. Continued work to ready this project for a late March advertisement.

February 16, 2013:  [Planning staff] Prepared, noticed and released for comments a SEPA checklist and associated documents for the Eastown lift station. Anticipate construction contract advertisement by the end of March. ULA Establishment was approved by the City Council at their 12 February meeting.

February 13, 2013:  A Notice of Application and SEPA Optional Determination of Nonsignificance was posted by the Community Development Department for the Eastown Sewer Lift Station project.

February 12, 2013:  The City Council approved Resolution 2265, authorizing establishment of the Eastown Utility Latecomer Agreement (ULA) on February 12, 2013.

February 9, 2013:  [Planning & Public Works staff] Attended an internal staff meeting regarding sewer mains in Eastown. Staff working on SEPA documents in anticipation of construction contract advertisement in the near future. ULA Establishment vote is scheduled for the 12 February City Council meeting.

September 29, 2012:  [Public Works] Director and GIS staff updated Eastown Future Roads Map. [Public Works] Director updated documentation for Eastown Sewer System options and distributed to City Council members and Eastown Sewer Development LLC.

August 25, 2012:  [Public Works] Director continued answering questions on various aspects of this project.

August 18, 2012:  Staff met to discuss temporary and long-term options for Eastown sewerage disposal.

July 13, 2012: PW-ENGR staff met with the design consultants to outline the final steps for contract preparation for advertisement if the ULA is approved by City Council.
 

Eastown ULA Public Hearing - July 10th at 7:00 p.m.
The City Council will hold a public hearing on Tuesday, July 10, 2012 at 7:00 p.m. or as soon thereafter as the matter may be heard, to accept testiony regarding the Establishment of the Eastown Utility Latecomer Agreement (Resolution 2199, AB12-49). July 7, 2012:  [Public Works] Director prepared and presented information during the (July 3rd) City Council Workshop about the Eastown Utility Latecomer Agreement and possible transportation revenue sources. PW-ENGR staff has made contact with Rite Aid and Safeway notifying them of the potential upcoming sewer bore across SR 410. PW Eng has set up a meeting with the design team to work out the next steps to complete and advertise the contracts.

June 23, 2012:  Staff is working with the design team to find most effective way to advertise the contracts. 

June 16, 2012:  [Public Works] Director prepared documentation to move the Eastown ULA process forward.

June 2, 2012:  PW Director and City Engineer met with Eastown resident to discuss sewer easement questions on their property.

May 19, 2012:  Director responded to questions from the Eastown Sewer Development LLC concerning the ULA document. Staff worked on information for a sewer condemnation proposal for Eastown.

April 28, 2012:  [Public Works] Director reviewed and updated Latecomer Fee Assessment for Eastown. Director forwarded the final Eastown Sewer Latecomer Agreement documents to the Eastown Sewer Development Association LLC. Director advised Eastown property owners of the current City actions to move this project forward.

April 21, 2012:  [Public Works] Director and Support Services Coordinator held a Public Meeting to answer questions from Eastown property owners about the proposed Sewer Latecomer Fee and Latecomer Agreement.

April 14, 2012:  Deputy Mayor Swatman, Don Morrison, and Dan Grigsby met with Eastown property
owners to discuss the various draft Eastown sewer ULA documents.

April 7, 2012:  [Public Works] Director presented update to City Council on Eastown ULA formation during the City Council Workshop this week. This information was passed on to Eastown property owners and interested parties the next day after incorporating guidance provided by the City Council.

March 31, 2012:  [Public Works] Director prepared various documents to brief City Council on the Eastown ULA at workshop next week..

March 17, 2012:  [Public Works] Director and Assistant City Attorney prepared a draft ULA contract for review by the City Administrator.

March, 4, 2012:  [Public Works] Director prepared a letter to two property owners in the county indicating the City’s interest in purchasing land on their properties for Right of Way on which to build future streets in Eastown. 
[Public Works] Director begin updating the Eastown Preliminary Assessment Roll anticipating the City Council will be discussing establishment of an Eastown ULA in the near future.

October 29, 2011: Processed the purchase of lift station land from WSDOT for CDC and Council action in November. Working with Pierce County to renew the Sewer Franchise Agreement for work outside the city limits. 

October 18, 2011:  The City Council approved Resolution 2165, a Memorandum of Understanding with the Eastown Sewer Development Association, LLC, Regarding the Development of a Sewer System in Eastown. The resolution is available to view on the Resolutions page.

October 1, 2011:  [Public Works] Director provided review comments on and answered questions about the draft Eastown MOU.

September 10, 2011:  [Public Works] Director provided review comments on the draft Eastown ULA-MOU. Design review comments have been returned to RH2 for the lift station and pressure line
portions of this contract.

September 3, 2011:  The City Administrator, Deputy Mayor and Councilmember Hamilton met with representative of the Eastown Sewer Improvement Association LLC to discuss Eastown Sewer prospects. It was agreed an memorandum of understanding would be developed for the parties to consider. Design review comments have been returned to RH2 for the lift station and pressure line
portions of this contract.

July 2, 2011:  Staff met with the RH2 to discuss particulars about the design effort and scheduling the 100% design reviews.

June 25, 2011:  Received & recorded Clark Family Holdings LLC and Erick and Karen Aronson Sewer Easement Agreements. Updated Eastown Easement Map.

Lift Station: Property acquisition with WSDOT has moved to HQ for approval, offer letter to City still minimum 80 days out.

May 7, 2011:  [Public Works] Discussed Eastown sewer route alternative with property owner.

April 9, 2011:  Staff drafted and put together binders of materials for the April 14, 2011 Eastown Steering Committee Meeting.

March 22, 2011: The City Council approved two Resolutions related to the Eastown area: Resolution 2107, authorizing the City to purchase Eastown Sewer Easements from West and Caldwell Families, and Resolution 2113, creating a Steering Committee for the Eastown Subarea Plan Update. Councilmember Lewis and Councilmember McKibbin will sit on the Steering Committee.

February 26, 2011:  [Public Works] Director prepared two easement agreements and updated Eastown sewer/frontage easement summary. Kahne Development Sewer Extension Agreement - Staff is continuing to work on finalizing the extension agreement and Eastown road construction requirements.

February 19, 2011:  [Public Works] Director finished drafting 226th Ave sewer easement agreements and agenda bill. 

February 12, 2011:  Parametrix completed two easement documents for the Caldwell and West properties. [Public Works] Director reviewed these two easement purchases with [Community Development Committee] and will prepare agenda bill.

February 5, 2011: Continued acquisition of easements and contract design.

January 22, 2011:  Eastown Sewer Lift Station -- City Engineer is working with WSDOT and real-estate agent to begin the property acquisition process. 
Eastown Sewer System -- PW Director met with property owners to discuss acquiring public access easements for future road and utilities.

January 8, 2011:  Met with RH2 to discuss lift station design details. Met with WSDOT to discuss land ac-quisition to build lift station on. Contacted a real estate acquisition firm to appraise the value of land at Pond B site for the future Eastown LS. Discussed easement acquisition and sewer system status with several property owners.

December 31, 2010:  Consultants continue with design effort. Acquisition of easements continues.

December 11, 2010:  Eastown ULA -- recorded 11 Completed Easement Agreements.

December 4, 2010:  [Public Works Engineering] Contacted various property owners to discuss Eastown easements. City Engineer, PSE, and Qwest met with Charlotte Kontos to discuss the utility transfer for her property.

November 20, 2010:  PW Director, Asst. City Engineer met with Pierce County to address Eastown permits for the future LS construction. Lift Station 18 (Safeway) Analysis - RH-2 completed their analysis of the lift station and the impact the new lift station will have. Eastown Lift Station - RH-2 completed the design analysis of the lift station and will re-view possible pump scenarios. RH-2 and City staff met with Pierce County at a county pre-application meeting to learn what permits will be required for construction of the lift station. Eastown Easements – These documents are slowly trickling in. Provided modified form to allow property owners to retain timber rights.

November 13, 2010:  Lift Station 18 (Safeway) Analysis -- The consultant completed additional pumping tests to clarify those inconsistencies with the history data. Eastown Lift Station -- RH2 submitted initial paperwork to Pierce County requesting a preapplication meeting for this design. Sewer Easements -- Revised easement standard form to address timber rights on each property. Received two easement documents.

November 6, 2010:  Lift Station 18 (Safeway) Analysis -- Consultant reviewed initial data for lift station and pumping tests and found inconsistencies. The consultant plans to complete some more pumping tests to clarify those inconsistencies. Eastown Lift Station Design -- Consultant submitted initial paperwork to Pierce County requesting a pre-application meeting for this design.

October 30, 2010:  Continued working with PSE and Qwest to prepare a small works contract to relocate the power and phone lines. Lift Station 18 (Safeway) Analysis -- PW-ENGR and PW-OPS staff supported RH-2 consultants to complete pump testing and capacity analysis efforts for LS-18.
Eastown Sewer and Public Access Easements -- Continue to communicate with property owners about submitting easements for the gravity sewer line and frontage roads.

October 9, 2010:  Archeological report for lift station site has been submitted to DAHP for review. Survey crew is collecting data.

September 25, 2010:  PW Staff met with RH2 Engineering staff to kick off design of the Eastown Sewer system as approved by the City Council.

September 18, 2010:  The City Council approved design contract award and Kontos utility/road easement agreement (Resolution 2067). Advised Eastown property owners of this achievement.

August 21, 2010: (Public Works) Director prepared presentation on Eastown Future Sewer System. Successfully completed easement agreement for access to lift station site.

August 6, 2010:  Eastown Sewer Lift Station -- [Public Works Dept] Presenting Eastown Future Sewer System Projects Plan to City Council on 17 August. Requesting City Council authorization to award the Eastown Sewer Lift Station design contract.

July 31, 2010: Eastown Sewer Lift Station -- Design contract moved from CDC to City Council Workshop on 17 August. Negotiating easements for access to the new site selected for the lift station. Prepared Eastown Future Sewer System Projects plan. Reviewed policy for location of gravity sewer lines. Provided update on various projects to Eastown property owners and interested parties.

July 9, 2010:  Eastown Sewer Lift Station -- City Engineer and Parametrix staff discussed scope of work for wetland delineation contract. Awaiting SOW proposal from Parametrix. PW Engineering began internal review of RH2 SOW for design of the Eastown Lift Station and 96th Street Gravity Sewer Line contract. Contacted WSDOT and Asst. State Archeologist to discuss installation of Eastown Sewer Lift Station on Pond B site. [Public Works] Director drove City Administrator around Eastown to review various current and future projects and met with various property owners.

June 26, 2010:  Lift Station - [Public Works] Met with RH2 Engineering to further define the SOW for the Eastown Lift Station and sewer line design efforts. City Engineer met with WSDOT Olympic Region Environmental and Hydraulic manager to discuss possible sites. 
Lift Station Wetland Study - PW Staff met with Parametrix to further define the SOW for the wetland delineation and survey along route of future frontage road and sewer line.
Lift Station Gravity Sewer Line - Discussed various alternatives with ULA partner.

June 19, 2010:  PW Director, City Engineer, and Assistant City Engineer met with RH2 to kick off study-design process to build this lift station at an alternate site. PW Director met with property owners to discuss an alternate route for the sewer pressure line on 96th Street. PW Director prepared draft schedule to complete construction of this project. PW Director met with other property owners/design teams concerning their projects. Kicked off professional services contract to delineate wetlands and potential mitigation impacts from construction of the sewer lift station and sewer lines on north side of SR410 east of Compass Pointe.

June 11, 2010:  [Public Works] Preparing plan to build Eastown sewer lift station on a different property than Compass Pointe.

May 14, 2010: [Public Works] Director had discussions with Eastown property owners concerning the Utility Latecomer Agreement, Utility/Public Access Easement submission, and other development questions.

May 7, 2010:  Eastown ULA: PW Director continued discussions with various Eastown property owners about easements and the utility ULA. PW staff is working with Compass Pointed developer to complete three designs for the Eastown sewer lift station. The water line extension on SR410 is being installed by WSDOT.
Eastown Sewer Lift Station: Reviewed plans for LS 18 improvements.

May 2, 2010: Compass Pointe Utility/Public Access Easement documents were received again and returned for modification and resubmission.
